Occupational safety -related supervision, also known as occupational health and safety supervision, serves to create a working environment in which employees are exposed to no or as few work-related hazards and stresses as possible.
Effective occupational health and safety supervision is characterised by regular and proactive measures on the part of the appointed occupational safety and health specialist to ensure the safety and health of employees. The focus here is on the risk assessment of working conditions and the implementation of suitable preventative measures in the existing work organisation.
It often makes sense to combine the appointment of an external occupational safety and health specialist with the appointment of an external fire safety officer in order to have one contact for all occupational safety-related issues.
Occupational health and safety supervision is essential for every company for three reasons:
1. Ethical responsibility
It is the duty of every employer and every responsible manager to look after the safety, health and well-being of their employees and ensure a safety working environment.
2. Economic necessity
Every accident at work leads to a potential long-term absence of the affected employee, which must be compensated for by the employer in the first 6 weeks. In addition, production and order delays can result in considerable loss of earnings.
3. Legal obligations
Various german laws and regulations on occupational safety - which must be complied with - stipulate a certain minimum level of occupational safety and health supervision.

Industrial safety ordinance (BetrSichV)
The Ordinance on Industrial Safety and Health (BetrSichV) refers specifically to ensuring the safety and health protection of employees when using technical work equipment such as machines, systems, vehicles, pressurised containers or computers at office workstations.
The aim of the BetrSichV is to prevent accidents at work and health hazards through the safe design and proper operation of work equipment.
The basic tools used by the occupational safety specialist to achieve this goal are the risk assessment of work equipment and recurring technical safety inspections.
HIRAcon's safety engineers take the following approach to implementing the requirements of the BetrSichV:
1. Risk assessment of the work equipment
All work equipment is assessed with regard to hazards for employees during operation and when interacting with other work equipment and, if necessary, measures are implemented to ensure the safe use of the work equipment.
2. Determination of test intervals
The evidence for the technical safety tests is recorded, assessed and analysed as part of the risk assessment. It is important to note that systems requiring monitoring must be inspected before commissioning and at regular intervals thereafter.
3. Determination of the authorised person for the inspection
Based on the risk assessment carried out in accordance with BetrSichV, the type, scope and deadlines of the required inspections, as well as the requirements that the person carrying out the inspection must fulfil, are recommended. This supplements the risk assessment in accordance with the ArbSchG with the documentation for the individual work equipment.
4. Updating the risk assessment and ongoing deadline monitoring
The risk assessment in accordance with BetrSichV is updated annually, especially when new work equipment is purchased.
In addition, an ongoing inspection period check is carried out to ensure compliance with the statutory inspection periods.

Risk assessment
Risk assessment is the central component of occupational health and safety. It consists of the systematic evaluation of potential hazards and risks that could affect the safety and health of employees. It thus forms the basis for all further safety-related activities and measures.
Since 2010, the German Workplace Ordinance (ArbStättV) has stipulated that risk assessments may only be prepared or continued by qualified persons. If the employer does not have the necessary expertise, commissioning an external service provider such as HIRAcon is the more cost-effective and at the same time safer alternative for a legally compliant risk assessment than an internal solution.
Our safety engineers proceed according to the following scheme:
1. Identification of the individual work areas and the respective work processes
Depending on the ordinance on the basis of which the risk assessment is prepared, the equipment or hazardous substances within the work areas are also recorded.
2. Site inspection
During the site inspection, the individual activities and work processes are assessed with regard to potential health hazards and the status of the existing occupational health and safety organisation is recorded. This forms the basis for the definition of any necessary measures (target/actual comparison).
3. Documentation
Once all potential hazards and any necessary safety measures have been identified, these are documented separately for each work area. In addition, the customer receives a work area data sheet for each work area, from which all occupational health and safety data relevant to this area (e.g. necessary preventive examinations, employment restrictions, required PPE and instructions) can be taken.
4. Continuation of the risk assessment
The respective risk assessment is handed over to the customer in a form that enables a subsequent seamless continuation of the risk assessment. This can be done internally by an expert or by HIRAcon.

Risk assessment for mental stress
The risk assessment of mental stress is an important part of occupational health management. It consists of the systematic assessment and evaluation of potential risks to the mental health of your employees in the workplace. The aim of the mental stress assessment is to identify and subsequently minimise risk factors that promote mental disorders or have a negative impact on mental performance.
The mental health of employees is an important determinant for productivity and therefore ultimately for the success of your company.
Our health and safety experts proceed as follows when assessing mental stress:
1. On-site discussion and presentation of the planned procedure
We present the procedure for assessing mental stress to the responsible managers in your company and then determine the required evaluation units (e.g. individual work areas) in a joint dialogue.
2. Employee survey
An employee survey in the form of questionnaires, which are handed out to employees, is carried out to collect the data required for the assessment of mental stress. The employees are surveyed using HIRAcon's survey system, which is based on decades of expertise, in a completely anonymised manner to ensure that the results are as realistic as possible. Once the survey has been carried out using the questionnaires, the findings are systematically analysed and evaluated.
3. Presentation of the results

4. Documentation

Hazardous Substances Ordinance (GefStoffV)
The Hazardous Substances Ordinance is an ordinance of the Chemicals Act (ChemG) that regulates the handling of hazardous substances in the workplace. The aim of the Hazardous Substances Ordinance is to protect employees from substance-related health hazards of any kind. This requires conscientious, safe and foresighted handling of all hazardous substances used in the company. The tools that the GefStoffV provides the safety engineer with to achieve this goal are, in addition to the risk assessment in accordance with the GefStoffV, the creation of a hazardous substance register, as well as the creation of safety data sheets and the implementation of suitable protective measures in the work organisation.

Noise, vibrations and indoor air in the workplace can have a significant impact on the health and well-being of your employees. Companies with up to 10 employees - Individual support
In order to give small companies with up to 10 employees more flexibility in fulfilling the safety regulations, they can choose a special form of supervision. In contrast to companies with 10 or more employees, this does not stipulate a fixed safety-related deployment period, but instead allows for an event-driven support model.
In this case, the employer can commission a suitable provider such as HIRAcon to provide occupational health and safety supervision, which, in addition to the basic occupational health and safety supervision prescribed for all companies, which essentially consists of preparing and updating the basic risk assessment, also takes over the event-related supervision.
It is important to note that this regulation does not release the employer from their duty to ensure the health and safety of their employees. He/she is responsible for determining the need for safety-related supervision that goes beyond the basic supervision and having it carried out by an occupational safety specialist.

Occupational safety instructions
Safety instructions are training courses that inform employees about safety measures in the workplace and sensitise them to potential health hazards.
Employee training is therefore an important aspect of the occupational safety and health-related support, which is intended to raise employees' awareness of health and safety measures and thus prevent accidents at work. According to §12 ArbSchG, the employer is obliged to provide employees with sufficient instruction on health and safety in the workplace. These instructions must contain safety-related instructions and explanations that are specifically geared towards the workplace or the employee's area of responsibility. The instructions must be adapted to the development of hazards and repeated regularly.
